The Ministry of Labor and Skills stated that it is addressing the issues between agencies and trainees to facilitate the deployment of drivers trained for overseas employment.
Previously, we reported that young people from various regions who came to Addis Ababa, trained as drivers, and were promised overseas jobs by the Ministry claimed that the Ministry failed to fulfill its promise despite their requests.
When we asked Ministry employees about the issue, they reportedly gave a dismissive response, saying, “We haven’t gone anywhere either.”
Why has the case of these more than 6,000 young people been delayed, and why has the promise made to them not been kept? We posed this question to the Ministry of Labor and Skills.
Mr. Birhanu Aleka, head of the Ethiopian Labor Market Information System Project at the Ministry, explained that the Ethiopian government is working on overseas employment through three approaches: government-to-government agreements, government-to-company agreements, and supporting Ethiopians who secure jobs abroad through their own efforts.
He clarified that the employment of these young people falls under a government-to-government agreement, and the reason agencies have not sent the trainees abroad is due to guarantee-related issues. The agencies are concerned about how the trainees will repay the expenses incurred on their behalf after being sent abroad, according to the official.
To resolve this issue, the Ministry of Labor and Skills is in discussions with four banks to establish a mechanism for the trainees to send money back after they leave.
Mr. Birhanu also noted that another factor delaying the process is the mismatch between employers and job seekers. He acknowledged that while there are commendable drivers with good character, there are also some with ethical shortcomings.
The young trainees stated that they were told during training that they would be going to Europe. However, after completing the training and fulfilling all requirements, they were informed that they would instead be sent to Arab countries.
The Ministry, on its part, stated that it does deploy workers to Europe but is unaware of any promise specifically stating that these trainees would go to Europe.
When we asked about the fate of these young people, the official responded that their deployment is not a matter of choice—they will go.
