The Ministry of Education has issued a directive prohibiting a government official or candidate from being nominated for an #Honorary_Doctorate.

The directive prohibits higher education institutions that have not graduated 8 rounds of students and do not teach a third degree or (PhD) from awarding honorary doctorates.

This directive, signed by the Minister of Education, Berhanu Nega (Prof.) on July 15, 2017, and directed to relevant stakeholders, prohibits recently established educational institutions from awarding honorary doctorates.

The provision set out in Part Two of the directive regarding the criteria for higher education institutions awarding honorary doctorates requires that higher education institutions must have graduated at least 8 students and offer a third degree to award honorary doctorates.

Accordingly, since Selale, Dembi Dolo, Mekdela Amba, Raya, Debarak and other higher education institutions have not graduated eight rounds of students, they cannot be awarded honorary doctorates according to the guidelines.

Under this section, it is stipulated that higher education institutions must meet national and international standards to award honorary doctorates.

The guidelines, which state that an Ethiopian or other citizen who has made a special contribution to their professional field can receive an honorary doctorate, indicate that it can be awarded to an individual or a group if they meet the criteria. 

This guideline, which allows the title to be awarded to a living or deceased person, also lists the restrictions under Section 2, Article 10 that prohibit the award of an honorary doctorate.

Accordingly, it is stipulated that full-time employees of a higher education institution, members of the Senate or administrative bodies cannot be awarded an honorary doctorate unless their direct relationship with the institution ends.

The directive also prohibits serving government officials or officials from being nominated for honorary doctorates.

It also stipulates that an individual who has been awarded an honorary doctorate cannot use the titles "Doctor", "Honorary Doctor" and similar titles in any organization other than the granting institution.

It is worth noting that last year, the Ministry of Education ordered higher education institutions to suspend the awarding of honorary doctorates until further notice.
