Ethiopia is said to require every citizen to contribute to collecting approximately 3% of its annual budget to respond to all disasters with self-reliance.
It is also stated that through this, under the name "Ethio Aid," Ethiopia will provide assistance to struggling neighboring countries.
This was mentioned during a parliamentary discussion on the draft Disaster Risk Management Proclamation.
The fund, established under the proclamation to respond to emergencies, will collect 3% of Ethiopia’s annual budget, which, based on this year’s 1.5 trillion birr budget, amounts to 45 billion birr.
To achieve this, the draft proclamation mandates contributions from government and private employees, as well as public, private, and non-governmental organizations.
Furthermore, every individual is expected to contribute according to their capacity.
With the funds collected from institutions and Ethiopians, a robust institution will be established to provide emergency responses, and the Disaster Risk Management Commission has stated that through "Ethio Aid," Ethiopia will also extend support to neighboring countries.
