Thirteen product types, including electric vehicles, must obtain a Pre-Shipment Inspection Certificate (PVOC) from internationally recognized inspection bodies like Cotecna and Bureau Veritas in their countries of origin before entering Ethiopia.

For electric vehicles specifically, importers must ensure quality verification in the source country and secure a pre-shipment inspection certificate prior to importation into Ethiopia—a process that has been established and is being implemented.

Attempting to bypass this procedure by importing these products from Djibouti instead of their origin countries harms public safety and benefits, exposes the environment to pollution, and damages the national economy.

The biggest issue stems from entities that, without conducting pre-shipment inspections in origin countries or obtaining third-party quality assurance certificates, seek to obtain quality inspection documents after arriving at Ethiopian customs stations.

Trying to bribe government services to allow substandard products into the country is absolutely impossible. The Ministry of Trade and Regional Integration strongly urges all importers to refrain from illegal actions that harm the nation and its people and to adhere to the established procedures.”
